He was talking about COVID-19 Stringency Index,

where Japan's measures of so-called "State of Emergency" is nothing like "lock-downs" in other countries. It is so weak, compared to other countries, that he called it like a "fart".

Why blame? This guy used a relatively benign word "fart" to criticize Japanese system of "State of Emergency". He said a right thing. PM should be commended for hiring him.
