Suga's term as the LDP leader expires on Sept 30, while the term of House of Representatives members run out on Oct 21.
Suga is now going down as the worst Prime Minister in Japan next to Abe.

The media referred to Mr. Aso as "the undertaker" of the LDP a dozen years ago, right before the DPJ blowout with Mr. Hatoyama and Mr. Ozawa leading them. If there was a united opposition party this time, the LDP and Mr. Suga would be looking at the same result. Without a strong opposition party, the LDP will lose some seats but probably won't lose its majority (or coalition majority with Komeito). Then Mr. Suga will have to resign and Mr. Kono will probably become the next prime minister.
But to return to the article's topic, OF COURSE there will be no spectators at the Paralympics. The pandemic is worse than it was three weeks ago when they made the final decisions for the Olympics.

A less than professional assessment. The SARSCoV-2 pandemic is fluid, within parameters which can be best described as stochastic. It will be an increasing and big, fat problem for the Paralympics. Which should simply be cancelled. Best, rescheduled.
No matter the musings of Andrew Nelson, the pathologist (not immunologist or virologist). Nelson has no particular expertise in assessing the situation in Japan, based on any factual examination or evidence. Nor is he in a position to determine if it is one variant or another or not at all. Let alone the origin of the variant.
As for the incubation period, the median time is 4-5 days, which extends to 14 days. One study reported that 97.5% of people with COVID-19 who have symptoms will do so within 11.5 days of SARS-CoV-2 infection.
A spike will be ongoing and fluctuate do to the numbers and it will be random.

Prime minister Suga could have become one of the most successful PM in Japan through his background of being a nobody to his rise to power! But unfortunately this Olympic Games as shown his leadership quality as being weak and bulldozed by IOC. He put the IOC before the life of the Japanese citizens and this was his downfall. Had he been bold for canceling the Olympics, he would have gained the confidence of the majority of being a strong leader. But since this Olympic saga he seemed so distracted and made blunder after blunder the most recent being his speech in Hiroshima! This are all related to his state of mind due to the Olympics!

I confidently expect the Paralympics to be cancelled.
With so much less money at stake, suddenly the dreams and aspirations of the athletes who have dedicated their lives to this shining moment will be scrapped in the suddenly-important name of preventing the spread of the virus.
I hope I am wrong, but just wait and see.

No city really wants to put on the Paralympics. They are a set for this exact reason. This would be a great chance for Japan to get out of holding an event that generates little interest in the holding country or outside.
Just pull the plug Japan before they arrive en mass.
