Exaggerated headline... the words in the message seem just a diplomatic thing and more mention of the two countries ties rather than the importance of the emperor!

Probably, Okinawa is a black sheep disturbing what Hagerty calls "beautiful harmony. But if only the U.S. scraps the Henoko relocation plan voluntarily and admits it is demanding Japan implement the Henoko relocation for no other reason than for their own benefit  and convenience, the harmony would be sure to become more beautiful.
