There is no legal basis for Japan to be involved in Hong Kong issues, unfortunately.

Biegun comes to Japan because US and Japan are alliance for a long time. That is all about.

BS. A Deputy Secretary of State is in no position to hold secretive in person-only talks. Secretary of State maybe. The travel ban is BS with the usual BS exceptions.

There are two US carrier groups currently playing a game of chicken with the Chinese in the South China Sea... wonder if it's to do with that?

The SoS would be wise to cancel the trip. Xi has now got Abe's xxxxs in a vice, courtesy of his lacky, rocket man.
Imagine the political fall out if rocket man successfully sent a rocket to anywhere in Japan (with Abe now responsible for ditching Aegis Ashore). He is going to be spending every minute of his waking hours begging Xi to keep his rocket boy in check.
