I wonder who explained to him what the word "fair" means?

This is a bad news for Japan. Stilwell is a Korea specialist who speaks fluent Korean and built most of his career in Korea.
Cogito Ergo Sum
If David Stilwell is a descendant of Joseph Stilwell aka Vinegar Joe ( WW2 ) just want him to know I Salute the man. They don't come any better.

The Stilwell name , to me , does elicit a people very knowledgeable about Asia for generations. They will tell you the history and organization of resistance in China to the jungles of Myanmar and India and anything in between, ( and I'm being mean with info here) . If indeed David is Joseph's grandson ( ?) , Then Asia, I'm willing to bet, has got the best diplomat, for , he'd have been weaned on everything Asian.

US flag is above Japan, it says it all.

BackpackingNepal: " flag is above Japan, it says it all."
Spot on! his trip to Japan is to deliver Washington's orders to Abe.
fishy
It looks like the US flag is above the Japan flag in the photo, but it is just the angle.
The Japan flag is on the right side (you're standing in front of the flags looking at them, Japan on the right side when displayed in Japan as the host country).
When these 2 flags are displayed in the US. The Japan flag is placed on the left side because the US is the host country.
When there are country flags displayed, there are no above or below.. they all follow the flag protocol... nothing more, nothing less.
taj
He sounds surprisingly qualified. Not at all what I expect from this administration. I wonder how long he'll last.
Toasted Heretic
Plays well to his fan base, the old stereotypes.
Any US interference in Japan must be resisted.

Maybe it’s the camera angle.
Lol, you are joking, right?
Toasted Heretic
Not at all. If he's competent and fair to Japan, I'll change my opinion. But this is the Trump administration, after all. And it's very healthy to peacefully protest against US interference, as in Okinawa, for instance.
bass4funk
Lol, ok.
Good luck.
