At least they are sending a government official, instead of the spouse of an elected head-of-state.

Sending someone's spouse is akin to having your surgeon's wife or husband perform the operation, even though they are not a doctor, but they are married to one.

@RG--Except sitting there watching sport in empty arenas , hob-nobbing with the emperor, and showing off the floral print dress of the day is not exactly brain surgery. Doctor Jill Biden seemed up to these minimal diplomatic tasks.
