Instead of giving money away without seeing results we should make sure the cleaning is done correctly.

We gave money away before 1965 S. Korea. They never pass it down to the victims, instead the government used it any way they wanted, and now they blame Japan for not paying the victims. Don't repeat the same mistakes.
