Do some research for 5 seconds, not everything is a TLDR in life.

Also, the more japan spends on its own defense budget the better tech it develops and and less reliance on American Defense industry the country has. The goal would be to eventually enter into a more autonomous relationship. Japanese having greater autonomy would mean, oh that's right Japan making Japan decisions that are good for japanese....Novel.
