In fact, China knows that this is a waste of time because it knows that without the permission of the United States, Japan and South Korea do not have the right to independently decide on any major matters. China knows that negotiations with the United States are far more important than attending such meetings. So sending Li Qiang to participate is purely perfunctory.

Circumstances in 2024 are entirely different from the last 3-way meeting in 2019. I don't see how China is going to get any positive results considering it's current position on so many issues.
