I don’t know 100pct how these things work, but I’d guess protocol mandates someone the level of a Vice President for an EX leader - nothing more or less. Arranging a Presidential trip is too much and he was just here in late May.

Harris is attending as a representative of the United States. Not as a personal friend. She is doing her job.

Nothing wrong with VP Harris attending. Shinzo Abe may not have been popular with many domestically, but he was a good friend of the United States.

From the United States, former President Barack Obama more than represents the diplomatic protocols.

As does former German Chancellor Angela Merkel.

Under the circumstances, this action shows respect and recognition for former Prime Minister of Japan, Shinzo Abe, Japan's longest serving prime minster.

Don’t see the point, did she ever even met him? Seems a bit hollow to send someone with no personal connection? There must be someone else, Trump is busy. I would suggest Trumps wife. And her appearance fee a lot cheaper.
