I do not understand why there is so much cheating in these organizations.
because the punishments are pathetic and monetary penalties poultry, until J government get really tought on fraud and corruption and Im talking prison sentences and 100s millions yen in fines, naming and shaming, nothing will change. why do you think you dont see as much corporate corruption in the US compared to Japan, becuase if you get caught the fines are massive and are a financial burden to the companies invloved.

I would have thought that a random sample of 1/3 of the companies in Tokyo would give an accurate measure of the average salary among all companies in Tokyo.
If the wages the ministry was reporting were significantly lower than the true average it would mean they were fiddling the figures in some other way, e.g. by lowering the weighting of Tokyo salaries relative to other regions, or by deliberately excluding Tokyo companies known to pay higher salaries.

I think the employees should be detained without bail, as otherwise they might destroy the evide...oh, too late.
