Well, it is easier to get people's attention if you have something to say worth listening to.

As long as approval rates in the opposition camp do not increase. This will remain the same.

And not only that. You also have to disseminate coherent proposals.

I doubt that one half of the Japanese actually support Abe and his geriatric clique but then again the other half don't seem inclined to do much about him, like get out and vote. This may be due in part to the opposition's inability to coalesce into a single party with a leader who can get people's attention. Abe's been lucky with his opponents - he'd stand no chance against serious competition.

For doing sod all?
I don't know who's dumber. One half of the Americans or one half of the Japanese.

Another take it or leave it poll with no details about the science of the method used.
The question to be asked is "What is the popularity rise based on?"
If we look at the last couple of months in J politics, the stand out stories are the continuing scandals.
The Casino Bribery scandal.
The Japan Post Holdings scandal.
The Cherry Blossom Party scandal.
The Kansai Electric Dodgy Payments scandal.
And others.
So with these ongoing govt cases mirred in lies and deceit, one has to question how can a fully informed public respond in part by elevating the status of Abe.
Can only be that - they're not fully informed; they are and don't care; just don't care or don't know nuts & bolts of democracy.

When the voter turnout for the 2017 Lower House election was just 53% and and the LDP got something like 33% of the popular vote I'm really not sure what you base that claim on.

When will the govt get true majority support, by people ?
It already does.

Look at that. Increase of support by 6.6 points Japanese people must be confused or don't understand Korean and foreign point of view when it comes to prime Minister Abe.
