They didn't. Because they don't need to.

The constitution only forbids exporting weapons to countries at war. The US isn't at war with anyone.

In the last two years the global balance of power has shifted towards despotism, autocracy, political totalitarian.

The cost to the world democratic economies will present a harsh realism.

In the latest move, Japanese Prime Minister Fumio Kishida's government on Friday eased its postwar ban on lethal weapons exports, a move seen as a major break from Japan's postwar self-defense-only principle. It also approved a 16.5% increase in defense spending next year to a record 7.95 trillion-yen ($56 billion) with a focus on missile strike and defense capabilities.

The people of Japan, taxpayers have a choice, support change, the cost of defending oneself must be balanced with the economic need to fully integrate it weapons export manufacturing capacity into its export market.

I cannot imagine, at least 24 months ago, a scenario where the governments of Russia, China, North Korea would threaten another war.

However, their is little doubt such a threat exists, a clear response is required to counter a clear deterioration of trust,

Patriot missile sale to U.S must proceed, make sure the economic return reflects Japan support and commitment.

ok it is not in the constitution but it is Japanese law. From wiki:

*the Three Principles on Arms Exports adopted by the National Diet of Japan in 1967 dealing with situations in which arms could not be exported from Japan. The three principles were that arms exports were not allowed to go to*

Japan first helps Hitler's Germany (1936-1945), supports the United States in the dispute between China and Taiwan, helps Ukraine and Israel with weapons, and then is offended by China for not buying fish from Japan, offended by Russia for not giving them the islands, offended by Qatar that they will introduce an oil imbargo for Japan. Once again, Japan has placed its bets on the wrong people.
