Is that appraised value ¥956million based from govt appraisal or from independent/private appraising agency? I understand that the govt system of appraising is lesser than the existing commercial value. I'm just a bit confused about all these talks on being able to buy a land 14% of its appraised value. Is it not the same as in buying or selling a dollar from a bank. They would sell you a dollar at a higher rate and would buy yours at a lower exchange rate.

It’s not the same. The currency rate differs when buying or selling but it is never a difference of 86%. Neither are the differences between government and commercial appraisals.

The contractors are talking now and so they’re now saying it’s toxic therefore worth that “less” (14%).

As stated by others, why would you build a school to begin with? The hole they’re digging is far more than 3.8 meters.

The attempt to explain the discount given is that it’s a damaged good (waste on site) and so they’ll give you an 86% discount. Doesn’t fly.

My son’s response after hearing this news:

So it’s like working at the movie theater and when your homies (friends) show up, you sell them popcorn for ¥50 instead of ¥500 and when asked about it by your boss you say the popcorn had hair in it and it took us 30 minutes to remove the hair (he is paid ¥900 per hour and half of that is the ¥450 discount.) And when the boss says it doesn’t take that long to do that, you say well popcorn is unhealthy and worth no more than ¥50 anyway.

To see how the government "system" works, find an identical publicly-owned plot of land if you can and ask the relevant bureaucrats if you can buy for 14% of its value. They'll tell you where to go. However if you also happen to be a Nippon Kaigi member with known ties to the Prime Minister and other LDP lawmakers they'll be asking you if a 14% discount is big enough or if, in fact, they should be paying you to take the land off their hands.

Where the rules are made up and the points don't matter. Kinda like Whose Line is it anyway?

At the request of the government? Who? Who in the government? Name the people and if they are in the Finance ministry, Aso has to quit; if they are in any other department, Abe has to quit.

It would appear that the building on toxic land of a Nippon Kaigi school indoctrinating children was OK. The super discount was ok as it was Nippon Kaigi really is it so obvious? I'm waiting for the trail of the owners as that's going to be embarrassing. And after 9 months in jail they will either be broken or angry.

This whole thing is absolutely unbelievable! The first thing that strikes me is, this land was a toxic waste dump, but they gained approval to build a school on it? Then, they discounted the land to compensate for the cost of removing the toxic contamination, which never happened. He then got permission to build the school without cleaning up the site? The tests for contamination were never carried out, but they still passed it to build a school on? If this scandal had never arisen the school would have been built on the contaminated land. The immorality of these unscrupulous scoundrels is just beyond comprehension!
