Kyoto spends half of its time complaining about 'overtourism' and the other half promoting itself to tourists.

What is this mayor and local govt. doing with all that massive revenue that these tourists are bringing in to their city?

Tourism in itselfs generates "financial resources." They're basically saying that because business is lucrative, they need to hit their customers with higher taxes.

So, to solve the problem of overtourism they need to promote more the tourism?
At least they are being more honest with the actions, raising accommodation taxes will go a long way to convince some people to visit other locations instead.
