Setsuo Shimosaka, a former family court investigator, who currently serves as deputy director-general of the Family Problems Information Center, an association that provides support for parent-child visitations and exchanges. He said mothers have often taken away their children even before their divorces are finalized. But now, more fathers are petitioning to win back their children.

well.........that's why most places have JOINT custody. Share the load, like normal people should do.

Only difficult if you are an old man who can't think beyond 100 year old traditional family values. Children need both parents in their lives except in extreme cases of neglect and violence. I strongly suggest the court consider the ability of the custodial parent to financially support the child and not have to live with a third party boyfriend or girlfriend.

No matter what the parents think of each other, children should be allowed to love their parents (abuse excluded, of course).

I think God my mom let my dad visit and hang out with me after their divorce. I didn't love one less than the other.

If Shimosaka-san is finding it difficult to make this kind of decision, she is probably in the wrong job. If she makes sure she gets the correct information and uses her understanding, this shouldn't be difficult.

It's always a tough call in any country. The system does it as well as it can but can't always get it right. That is still better than having just mothers getting the kids. It's worth the effort, though, to try to place the child with the right parent.
