Been said on here a million times -
Seriously restrict walking visitor numbers and introduce a booking system if necessary. Of course that means informing people well.
Charge a minimum of ￥5000 entrance fee to pay for maintenance of trails, staffing, improvements and facilities.
If not risk losing World Heritage Status.
How embarrassing would that be.
As it stands now, aside from the degradation of the site, it appears a possibility of human tragedy is in the waiting.

How about adding many more rubbish bins along the way? Countries worldwide manage to do so on their "tourism magnets" sites. Not to mention, their own parks, side walks, cities, etc. Sigh. Surely miss those "gomi-bakos" of yore.
