Public annoyance would seem to be the bigger issue. Not being able to sleep at night due to swarms of bozusoku tends to infuriate residents. I always laugh when these idiots go past, because it's no secret the guys have "compensation" issues, if you know what I mean.

Stop the clowns, impound & confiscate the (mostly stolen) bikes, and throw the riders in jail for 30 days for each first offense, doubling the jail time per recurring offense.

Bosozoka stole one of my motorcycles stripped off the bodywork and painted the imperial battle flag on the gas tank. There was construction on the other side of the street and some punk obviously observed a gaijin on a Kawasaki.

I was told that many police motorcycle cops were bosozoku punks when they were younger.

I'd imagine this must be one or two gangs creating a localized problem.
The number of young uns on motorbikes is a tiny fraction, as in well under 10%, or what it used to be. Many high schools won't let kids get scooter licenses and will throw kids out of clubs if they get caught.

My in-laws lived on a busy regional road on a long sweeping slightly uphill curve.
At any time but esp weekends it was the perfect revving racetrack at 2:00am for the Bozo crowd.
Locals complained to the hilt to the local police to only be told again and again that they need proof of the over-speeding and over the limit noise levels. We can't pursue action if we don't have proof and identities.
The fact that they never - and I mean never - set up in hiding & silence radar and decibel recorders to "catch" the culprits was the first real shaking of my faith in police here.
All these mainly elderly people suffering - went on for years - and the police were too weak to do anything about.
But no probs with harrassing local kids for riding two-up on a bicycle.

Nothing new under the sun. Back in the 1950s noisy biker gangs in Japan were nicknamed kaminari-zoku (thunder tribes).

Yes the Japanese Police is totally and completelly useless with those gangs. Once there were a gang of 30+ extremely noisy bikes, and 2 police cars just gentle cruising behind them, taking absolutely no measures.
While the gang blocked the whole boulevard and making infernal noise between the building.
Such crase Police incompetence is almost impossible to see in other countries.
