That might be a partial solution.

What part is lacking about this solution? it addresses the excess of population without having to kill the cats (which has ethical problems), as long as the resources are available this would satisfactorily solve the problem without need of further measures.

There is a very good reason way feline never took hold in the Japanese archipelago 12,000 years ago, the same reason in Australia where felines never took hold also. It is from environmental pressures within the Island chain. So the cats are introduce species and the island overall heath would be better if all feral cat and domestic cat were removed from the Japanese Archipelago.

Piskain: A bib is for more effective. In my shire back home Eurobodalla if your cat is outside even in the back yard it has to have to be wearing a bib it consider a feral and will be remove from the environment. When the cat is in stalking mode and that last action of bouncing on the pray. the front paws hit the bib making the bib flap giving a pre warning to the pray to escape from being attacked. Also the national park has a problem with feral animals and came up with a sure proof way of targeting the feral cat. It a mechanism hook up to a trail cam and software that can recognise a cat from other animals. It fires a poison gel pellet that is absorb onto the fur and cat being cat lick at the gel and die. It way better precise method then using 1080 aerial baiting.
