A combination of dramatically lowered standards post-covid and an almost criminally negligent lack of safe sex education in schools at the High School level.
At least Syph can be treated. Gonorrhea is mutating into a multi-drug resistant strain and will become untreatable without new antibiotics.

I thought Japanese put a premium on cleanliness not when it comes to contracting syphilis
