How exactly is adopting accomodation taxes meant to promote tourism?

Accommodation taxes will be the easiest way to get tourists themselves to pay for things that improve the tourist experience.

Not-rich tourists do exist but they are vastly outnumbered by the rich ones. Destinations also want to attract the rich ones, not so much the not-rich ones.
