Naoto Sakai, mayor of Nakano Ward in Tokyo. As of Nov 1, Nakano Ward will allow same-sex couples to be officially listed as “unregistered husbands” or “unregistered wives,” on their residence registries — just like heterosexual couples in common-law marriages.

The only is obstacle are the bureaucracy which are made up by people.

It's nice to see prefectural and municipal governments doing what they can. But, obviously this needs to change at the national level. Perhaps with Jiminto being humbled by the recent election, and needing to form a coalition, they'll be forced to do more of what the majority of people want, and less of what a handful of party oyaji want.
