The government has launched suicide prevention patrols with speaker- and infrared camera-equipped drones above Aokigahara Forest, infamous as a place where people take their own lives. The drones' night patrols are intended to locate people who are thinking about suicide and lead them to safety.

Fine. See it as a place where you save lives, since that does sometimes happen, too, and keep up the efforts. You're never going to rid the place of its label as a famous suicide spot.

No, although it's a fair guess. Drone 1 uses an infra-red camera to detect people in the forest. Drone 2 is then launched equipped with a loudspeaker to communicate with the person. A security team is sent in if they think the person wants help.
