When the marriage/divorce/pregnancy news of some celebrities get more TV air time than the Hayabusa's mission to Itokawa or the Mars Landing (which got literally 5 seconds of airtime), you'll get a children and teenagers that value popularity above all else ...

What has scientific ability gotten individuals in Japan? You don't need a populace of people adept at scientific experimentation. At the same time, there is whole bunch of logical ability that would assist the Japanese in every day life, such as why one should park out of people's way, not stop in doorways, why you have to demand your vacation time and overtime pay, why you should dress for the weather rather than blindly go by the calendar, why tattoos don't make you a yakuza or bad person, why Dokdo is a South Korean rock and why Japan does not need it having free range of so much Pacific Ocean, etc. etc. That sort of logic won't be learned through scientific experimentation.

Well actually you can. Science requires rigorous scientific training which requires equally rigorous logical thoughts.

But that will not necessarily impart the type of logic that tells someone that if their native language is not English, they should consult a dictionary before putting a misspelling on a giant neon sign. There is a ton of illogic here and has been even when Japan was known for high science scores!

Not only in Japan. People in industrialised countries tend to become less scientifically interested the more its applications pervade their daily lives. Sad fact from all countries...
