The law on Assistance Dogs for Persons with Physical Disabilities, which took effect in 2002, requires transportation facilities, hotels, restaurants and other facilities to accept assistance dogs. But a survey of people working in such industries showed that about 70% do not know the law.

They need to have certificate of health tags, and daily logs that they are bathed each day then nobody can say no.

I'll give it 6 months before Japan starts going thru the whole "emotional[ly retarded] support animals" debacle ...
Like that dame who tried to take her chihuahua on a flight and was not allowed to and so left it in a trashcan at the airport.
Oh dear, I just did a search to check my references and it's amazing just how many chihuahuas get dumped at airports etc.
