If laws are so piecemeal, fragmented and labyrinthine, it's little wonder their policing is so lax.

Highway and road traffic police are never around when these offences are commited; only a few drive recorders have rearward-facing recording capability to collect the evidence; and police seem to ignore commercial vehicle offences unless they are involved in a crash.

Taxi drivers have access to the best lawyers who will wriggle them out of any traffic violation.
