The International Labor Organization is urging Japan to join the ranks of other advanced nations and allow firefighters the right to organize, but the government refuses, saying it would disturb the chain of command, particularly in times of emergency.

Sexual harassment, power harassment? And right to organize how exactly? A union, simply a division to address harassment? Too often these quotes are stripped of sufficient context. Regardless, the government's stance is unsurprisingly authoritarian.
