Yuji Ochiai, who heads the Saga Prefecture educational board. A decades-long white-only underwear restriction enforced for students at some schools in the prefecture is finally being abolished on grounds the dress code infringes on their human rights and privacy.

I would have thought it had more to do with common sense than "human rights and privacy." What on Earth does the colour of underwear have to do with a student's ability to learn?

Did teachers regularly check the colour of kids' underwear? Creepy.

Now the teachers and police will have a valid reason for upskirting with their mobile phones and cameras to check the students!
