The best-laid plans of mice and men...

I'm assuming its a fully sealed vessel that can't capsize, like the escape boats used by tankers. When do they board? If before, they'll crash into buildings, walls, rocks. etc. and risk being smashed into bits. If afterward, they risk getting drowned by the wave while waiting.
