In times like these, you feel unpatriotic for opening an establishment. Instead of just asking people to refrain from going out voluntarily, I'd prefer that they banned business from operating. But if they start saying that businesses can't operate, then they have to compensate us.

Read the quote again! She states it plainly!

But if they start saying that businesses can't operate, then they have to compensate us.

Do you need it clarified? People who run small businesses are going to go bankrupt if the government orders them closed, THAT will stop people from going out as there is no place to go. Small business owners will stay open to protect their livelihood, and there will be customers who want to get out and drink, this is Japan ya' know.

Force the businesses to close, compensate them for doing so, and people will stay home!

It certainly is. Shinzo doesn't want to order a lockdown (even if he could) because the government would have to pay compensation to business owners like this one and they don't want to do that.

Bars will be the most affected just to think the cluster will expand this harmful virus. However, restaurants and ambulant food trolleys(trucks) should be active to distribute takeout food to suburban areas where old people can't go shopping, I saw a news from NYC, all of those food trucks not allowed. Well, I want to support more bars where there's no way to close, if lockdown will happen. I know that there are much more people to be recognized and be fairly distributed.
