Sounds like he wants to break the stalemate by breaking some gas.

Ozawa has been talking about reform for over two decades. As he found out, it works well to stir up the public (note the results of the 2009 election), however, unless the special interests that control policy are effectively silenced, there will never be reform (note how quickly Hatoyama was removed and Ozawa was ushered off to court and virtual irrelevancy).
