It's difficult to enforce a quarantine in a ship environment and I'm absolutely sure there were some passengers who think they're not going to let anyone tell them what they can and cannot do. If the passengers had been quarantined on land, having more space might have allowed for better infection control procedures.

Dr Paul Hunter, a professor of medicine at the University of East Anglia in England. He said the continued spread of the virus on the cruise ship Diamond Princess during its quarantine at Yokohama may have partly been due to compliance problems.

Yeah locking people up in a floating petrie dish is a fabulous idea especially when room ventilation is inner connected. Yeah, great idea.

It's probably not what the good doctor meant, but the "compliance problem" with traditional Japanese bureaucratic procedures and failure to rely on the expertise of those who know how to handle this kind of problem is partly to blame. Different compliance problem, but still at the heart of the problem.

The professor's descriptions of the failure to establish green and red zones as well as the reliance on paper forms (which were most likely contaminated as they passed through various hands) and other failures in managing the quarantine properly made me cringe.

This is far from the first bungle and not the last, I'm afraid. When will they ever learn...?
