Nope. They don't "request" during earthquakes, volcanos eruptions, tsunami and Fukushima. Numerous times, they have issued evacuation ORDERS and then enforced them very strictly, barring people from their own homes for long periods of time, sometimes forever.

And I dont get it why people dont understand that the japanese government dont have the right to force something.

If a restaurant was the source of a salmonella out break, the government health department would shut it down immediately, order disinfection, possibly fine the owner, and probably rule in favor of any victem suing them.

And one more thing...

For a country, that can only make requests, the corona situation is NOT bad.

Because most of the japanese People follow the requests. They dont need to be forced.

If you don’t have a solution, you’re part of the problem. Pointing fingers at “the government” is the equivalent of shrugging your shoulders and saying “shoganai “.

So many people here are always whining about the government.

How do these people manage their lives? Always waiting for someone to tell them what to do?

I guess those people always need someone to tell them how to behave and what to do. If nobody do that, they are completely lost in their lives.

It is even worse when the government promotes crowding and travel or make the Olympic games a bigger priority than the health and economic recovery of the population. Having few tools is no excuse to do things that make the situation worse.

It’s not like they’ve had almost a year to change laws, or introduce new laws to give them more power to act during a pandemic.

The lack of action means they are all apparently more than happy to stick with ‘urging’ and ‘making requests’ rather than being able to do what is best for the health of the people.

That certainly wasn't the case when all the residents near the Fukushima nuclear plant were ORDERED to evacuate from their homes indefinitely. Anyway, the constitution's Article 13 indicates that certain freedoms can be suspended if public welfare is threatened.  So do it.

the problem is that these policymakers dont want to incur the political risk of taking a bold decisive move. Meanwhile, people die.
