Noriko Morisawa, 49, speaking at a rally for legal reforms to make all forms of non-consensual sex punishable crimes. Her biological father sexually abused her for several years starting from the age of 14. The current Criminal Law was revised in 2017 so victims are no longer required to file a complaint in order to charge offenders with committing acts of sexual violence.

These a NOT ‘random’ crimes! Child abuse is up 8.9 percent in Japan for 2020.

I really don't think that abuse rate are going up. With a decreasing population one would think that rates would be decreasing if anything.
What I do think is happening is one of two things:
1) That societal tolerance for this behaviour is waning and laws are being drafted to make it easier to report historic and current crimes. More crimes which would have been ignored, tolerated or belittled are now being reported.
2) The stigmas around being a victim of sexual crimes are waning, in conjunction with improved media reporting and the #MeeToo movement. More victims are now likely to come forward, which in turn leads to more crimes being reported.

In my homecountry, non-consensual sex was and is called rape. If it's a child sexual abuse, it's considered as a felony. Often, they also get bonus years behind the bars for assault, intimidation, etc.
I believe it's like this in most civilised countries. And it should be like that even in less civilised countries.

The ‘media’ need to be more accurate and ethical in reporting. So, It should read; “Reports of Child Abuse are up 8.9% in Japan fir 2020” - regardless of any decline in ‘birth rates’. The population ages, but the occurrences still persist.

You beat me to it! Anyway, Japan tends to side on the "Can't be assault if it's your wife/girlfriend or just a woman" if there are no obvious physical bruises. Hell, even if there are, police will make the women "reenact" the rape/assault with male police officers to the point where they too are assaulting the person. Means less paperwork for the women who decide not to report it as a result of the stigma and abuse they get even from those who are supposed to protect them.

Tip for one of the reasons why this law still isn't changed-
Tons of non-consensual crimes videotaped and sold in Japan. The huge syndicates who are the vendors are cozy with lawmakers (they often rally and actively support candidates).
