If you are saying there are No walk through Internal Radiation Detectors at Hospitals, Schools or Airports, I Agree..... Lead lined Suits are Not the New Black Style of Fashion .... Internal Radiation Detectors are Not in every School and Hospital... Nor are Radioactive Food Detectors.... The Radiation Emergency Kits are Not accessible to the Populace. But the Radioactive Contamination of Melted Reactors Open and Laid Bare with Toxins Coming out of every Orifice is still accessible to the atmosphere and needs Entombment.

Hate to say it, but this guy is just stating the obvious. No one in a leadership position in Japan ever takes responsibility for anything anymore. They simply apologize for "causing confusion or trouble", bow a couple of times, and all is forgiven. A sad state of affairs.

It sadly shows that the a crisis has to be much more severe/violent before change will occur. But change is not only necessary in Japan, also on a world-wide level. It would have been THE momentum to rethink energy and invest in research to find sustainable solutions. Because the next accident is going to happen somewhere, that's a given.
