Stop selling animals - breeders, pet stores, etc. There are enough cats, dogs, rabbits, hamsters, etc who need good homes. That's the first issue.
Second, nobody NEEDS more than one animal. If they same they do, it's a want, not a need.

If there were no pet shops and a licence was needed to own an animal less people would buy one. They often have no idea how to look after them, they just want something cute. Better animal welfare laws would help too - I'm always shocked by those who keep a dog, in a cage, in a small flat.
