Is this a shot across the bow of NHK by the Abe administration? There must have been some unwanted reporting, or something critical of the Abe Gov't to warrant this slap down.

Could be, but NHK already treats the Abe administration with kid gloves.

Personally I think it's more just empty pablum.

"Consider their feelings, please."

"Okay, we considered their feelings. Job done, very successful, now shall we continue as normal?"

"Yes please. Good job!"

It's probably just a little reminder after the Government made it compulsory to pay for NHK. NHK (or abechanneru as it's known in Japanese) have been after a new broadcasting centre for years as the present one is woefully outdated. That will cost an astronomical amount of money so gaining the people's understanding will be vitally important; "Toe the line and you'll get a new HQ," something like that.
