Those days have long gone when everyone made concessions to Japan to get their business.
Nowadays it is a sinking ship and there are more fruitful attractions on the horizon.

I was under the impression they want time. Given the incentives Japan has created for businesses to move production out of China (either back to Japan or to other parts of Asia).
