Prime Minister Shinzo Abe, saying that proposed revisions to the Immigration Control and Refugee Recognition Act to expand the acceptance of foreign workers will lead to a policy of unlimitedly accepting immigrants.

There's your problem right there.

Why would I want to sacrifice my career back in my home country with "industry-ready skills" to work here in Japan if it's only for a limited period?

The policy is sound. Very, very few people in Vietnam or India would want to become Japanese, the same way they'd want to become American or British. Conversely, the vast majority of Japanese people dont want large numbers of foreigners permanently in their midst.
