They also need to up all sorts of transplants.

If they restrict donors by country of origin and by age (the current situation), then no wonder. It's similar to donating blood - as a visa holder, I could not donate blood because I was born in Europe at a certain time. Once I became a citizen, suddenly I could and still can donate blood. Although my place of birth did not change with the change in citizenship.
