The Imperial Household Agency keeps saying they have to watch the emperor's health. How much of a strain can it be for the emperor to shake some VIP's hand, sit down for a chat about trivial topics for 15 minutes and then wave farewell when he leaves.

Remember there Shingo. In the greater scheme of things, you are a servant to an unemployed couple. You have no real authority at all.
That said, you may want to hop off that high horse you're on.
Peace,
Taka

The emperor had surgery for a cancer 6 or 7 years ago. Since then there's been a 30-day notice required on meeting him.
That being said, shut up Shingo. The govt gave you three weeks notice which should be sufficient time to adjust schedules and rest. Why don't you quit? This ia great opportunity for one of Japan's robots to demonstrate their usefulness in the workplace. Couldn't do any worse than you.

I understand there is a tussle between the DPJ and bureaucrats, the DPJ wishing that bureaucrats do the politicians' will.
Is this incident a result of that tussle?
