A preemptive strike is normally a defensive action. Having that "Right"/Ability can also serve as a strong deterrent .

Again a strange discussion where no discussion is needed. Everything is fine that keeps Japan’s security maintained and increases defensive capabilities and survival probability in case of obvious threats or attacks.
