The nuclear issue, the missile issue that imposes a threat to Japan and the abduction issue should come as a set of three. Lacking any one of the three will not solve the issue.

what he really means is lacking the abduction issue will not solve the isssue

If I recall the abduction issue didn't become an issue until about five-six years ago, maybe seven. For the 30-some years between the abduction of Megumi Yokota until then the Japanese government was relatively silent. Why is Fukuda linking it to nuclear arms and missiles?
