What a great idea! Just 40 years behind the rest of the developed world, but I'm all for it.

There is no reason for a modern city to have the sky obscured by criss-crossed power cables on ancient concrete poles.

About time too. Ugly eyesores that are better buried underground. Less likely to be tampered with too.

I remember when I just arrived in Japan and went to the roof of my apartment complex to see the sunset... which was nearly eclipsed by what looked like thousands and thousands of trailer park, ancient antennas and hydro poles.

Sometimes Japan creates the most advanced technology in the world, and then seems to insist on sticking to ancient stuff domestically because they are too cheap. This should have been done about 50 years ago, but now of course the government is going to have to throw billions to construction and utility companies and take forever to do since so many cables are overhead.
