My kids naturally have non-black hair. Why should a school "listen to everyone's opinions" before coming to a judgement on this, if indeed any judgement is necessary at all? Doesn't the human right to have non-black hair trump anyone's opinion on it?

Remember this is still a highly collectivist society, for better or for worse. Nothing trumps the will of the 'Group', and that will is incredibly hard to move or change, especially in japan where 'not doing' is the preferred option. It is what it is. Just have to work around it.
