Shigeru Omi, the head of an expert panel advising the government on policy responses since the start of the COVID-19 pandemic, complaining that all three administrations he worked with (headed by Shinzo Abe, Yoshihide Suga and Fumio Kishida) were prone at times to drawing up antivirus measures without consulting specialists of contagious diseases.

Unfortunately this is too often the case, politicians want the recognition that science experts have, but they don't want the advice that frequently contradicts what they want to do, so they make committees and then ignore them completely.
