The Toyosu market is a place for trading by professionals.

An official of the Tokyo metropolitan government, the operator of the new Toyosu fish market. Intermediary wholesalers are calling for the general public to be allowed to enter the market to buy fish. But unlike in the former Tsukiji market, only fish retailers and other professionals have access to intermediary wholesalers at Toyosu.

Moving has given them a chance to kick the tourists out. I'm sure there are winners and losers there, but you'd imagine most tourists are going to be there to gawp, take photos, and maybe buy a small amount of something cheap and accessible, like something deep fried on a stick from someone round the corner. Tourists will be a pain if you are selling high end fish by the box to chefs.
