What is a "dispatch" employee? If they meant "temp" this could make a little sense regarding the trust factor.
If it doesn't mean "temp", what makes those company-issued laptops issued to dispatch employees any different from the equipment used by permanent employees?

@aomorisamurai: A "dispatch" refers to 派遣/Haken staff which is someone employed by company A and sent from company A to work at company B. Company B pays Company A for the dispatched person and company A pays a salary to their employee.
