No, the system is already built. It's called "criminal record". No need to reinvent wheel.

But creating a database and sharing information with the public will lead to excessive discrimination and exclusion.

Then, you basically don't need any kind of database with "negative" information in it... Nonsense! In contrary, criminal record works well in many countries. Let's say you apply to work in a bank. You present/have your record checked. Any criminal records related to the field of subject? Sorry, tough luck mate.

Just part of it is true. Recidivism does not necessarily increase if an offender is isolated. On the other hand, if the offender is not isolated, the recidivism may likely increase. If an offender with previous record of child abuse/molestation/whatever is allowed to work with children, I guess I can guess what'll happen.

Wait, when a person who isn't yet guilty is being dragged through media and his face+full name is presented, how is that different? Privacy rights and privacy protection is very low in Japan (especially in IT).

Offenders may have certain rights to privacy but surely not those wanting to work as "baby-sitters" in spite of having "a history of committing obscene acts against children".

Castration (chemical or mechanical) works for both sexes. If an individual knows he/she has a problem with paedophilia, in some countries they are offered the option, they only have to voluntarily apply. In some jurisdictions chemical castration can even be forcefully applied:

In the UK their is a certificate system in operation for those who want to work with children that shows that they have no relevant offences against children or other convictions for violence. I think it was originally based on a US scheme.

It does not mean that their is open access to criminal records, but if you apply to work with children, either on a paid or voluntary basis, you will be checked.

Many of the victims suffer years of trauma, self harm, the abuse disconnects them from coming forward and receiving counseling and help.

It is the ultimate perpetual nightmare. to suffer in silence, day in, day out.
