There are only a few business partners that freelancers (in the entertainment and media industries) can choose to work with. Because of that, harassment can easily occur, and victims tend to endure it in order to achieve their dreams.

Mari Hirata, representative director of the Freelance Association Japan. She was commenting on the results of a survey by the Japan Actors Union, the Freelance Association Japan and the Mass Media Information & Culture Union, revealing that more than 60% of freelance workers in media and entertainment have been psychologically or physically abused, and one-third faced sexual harassment.

In the case of television, any channel in business is using publicly owned airwaves. As part of the license to use these, the government should set standards of behaviour and actively fine companies that do not follow them.

As we've seen with Dentsu, the reality is large companies can do what they like and the government still hands them contracts.
